Breaking.uz • Version dated 23 October 2026
1.1. This Policy explains what information about visitors to https://breaking.uz is processed, how it is used and how users may exercise their rights. The Policy applies to the Russian, Uzbek and English versions of the website (the “Website”).
1.2. GRANDPR LLC, the founder of Breaking.uz (the “Administration”), is responsible for data processing in connection with the operation of the Website. Correspondence address: 95A Amir Temur Street, 604, Yunusabad District, Tashkent, Republic of Uzbekistan. Email: hello@grandpr.uz
1.3. Personal data is processed in accordance with Law No. ZRU-547 of the Republic of Uzbekistan dated 2 July 2019 “On Personal Data” and other applicable legislation of the Republic of Uzbekistan.
1.4. Personal data means information relating to an identified individual or information that enables an individual to be identified. Technical information is also protected as personal data if it allows a user to be identified.
1.5. Visiting the Website does not, in itself, constitute consent to all uses of data. Where a particular processing activity requires consent, the Administration obtains it separately in a form that allows its receipt to be verified.
2.1. Registration is not required to read the Website. The Website does not request a reader’s name, telephone number or email address as a condition of access to publications.
2.2. The Website’s own visitor counter records the page viewed, the referral source and a temporary identifier generated by hashing the IP address and browser information. The counter does not retain the original IP address. The identifier is deleted after two days. Hashing is not regarded as an absolute guarantee that the user cannot be identified.
2.3. When the Website is accessed, the server receives the technical information needed to deliver pages. The hosting provider may maintain request logs containing the IP address, time of access, requested address, browser information and the outcome of the request. These logs are separate from the visitor counter data.
2.4. If a user contacts the editorial office, the Administration processes the contact details, message content and attachments supplied by the user to the extent necessary to handle the enquiry. Users should not send passport details, health information or other sensitive information unless it is necessary to resolve the matter.
2.5. When providing information about other people, users must have a lawful basis for doing so. The editorial office’s receipt of such information does not, in itself, authorise its publication.
3.1. Technical information is used to deliver pages, maintain the operation and security of the Website, identify errors and prevent misuse. Readership statistics help assess interest in content and improve the publication. Data from the counter is sent to the editorial system’s server and is not used for personalised advertising.
3.2. Information provided in enquiries is used to respond to the user, verify the circumstances reported and address the matter raised. If an enquiry concerns the purchase of services, the necessary information may be processed to prepare and perform a contract.
3.3. Processing is based on the user’s consent, the need to enter into or perform a contract at the user’s request, compliance with legal obligations or another basis provided by law. For the technical operation and protection of the Website, the Administration’s legitimate interests are taken into account while respecting users’ rights.
3.4. Contact details obtained to respond to an enquiry are not used for advertising mailings without a separate lawful basis. Visitor data is not provided to advertisers for their own marketing without an appropriate legal basis.
4.1. The Website’s own visitor counter does not use cookies.
4.2. To limit repeated displays of an advertising interstitial, the campaign identifier and display time are stored in the browser’s sessionStorage. These entries remain in the browser, are not sent to the server and are deleted when the relevant session ends.
4.3. Users can manage stored data and website permissions through their browser settings. Restricting local storage may affect how often the interstitial is displayed.
4.4. Before introducing new analytics tools or advertising technologies, the Administration updates the information about processing and obtains the user’s consent where necessary.
5.1. The Website uses external resources from Google Fonts for fonts and Unsplash for some images. When these resources are loaded, their providers receive technical connection information, including the IP address and browser information. Processing by these providers is also governed by their own privacy terms.
5.2. Yandex Metrica and Webvisor are not enabled in the version of the Website described by this Policy.
5.3. The Administration may engage hosting and technical support providers. Access to data is granted only to the extent necessary for the relevant task, on a lawful basis and subject to confidentiality and data protection requirements.
5.4. Data may be disclosed to public authorities and other recipients where there is an appropriate lawful basis. Receiving a request from a third party does not, in itself, mean that the data will necessarily be disclosed.
5.5. Where infrastructure outside Uzbekistan is used, applicable requirements governing cross-border data transfers, storage and processing must be observed. This Policy does not constitute the user’s separate consent to a cross-border transfer.
5.6. Links may lead to Telegram and other external websites. Their owners independently determine the rules for processing data on their services. This Policy does not replace those rules.
5.7. If ownership of the Website changes, personal data may be transferred only in compliance with the law. A sale of the Website does not, in itself, authorise the use of data for new purposes.
6.1. The counter’s temporary identifier is retained for no more than two days. This period does not automatically apply to the hosting provider’s technical logs or correspondence with the editorial office.
6.2. Enquiries and related information are retained for the time needed to address the matter and fulfil any resulting obligations. Where the law requires documents to be retained for longer, the relevant information is kept for the prescribed period. Technical logs are retained for the period necessary to maintain security and resolve faults, taking applicable legal requirements into account.
6.3. Once the purpose of processing has been achieved, data is destroyed or anonymised unless further retention is required by law. Where processing is based on consent, the period for which that consent is valid and the consequences of its withdrawal are taken into account.
6.4. The Administration implements organisational and technical safeguards, limits access to data to authorised persons and uses the data only for the stated purposes. If a security breach is identified, the Administration takes steps to stop it and notifies affected individuals and the competent authorities in the circumstances and manner prescribed by law.
7.1. Users may request information about the processing of their data, require inaccuracies to be corrected, withdraw consent and request the suspension of processing or destruction of data where grounds provided by law exist. Users may challenge violations before the competent public authority or a court.
7.2. Requests may be sent to the email or postal address specified in clause 1.2. Please describe your request and provide information that will enable the relevant enquiry or data to be located. The Administration may request proportionate evidence of identity or of a representative’s authority to avoid disclosing data to an unauthorised person.
7.3. Requests are fulfilled within the time limits established by law for the relevant request. Withdrawal of consent ends processing based on that consent; if there is an independent lawful basis for retaining some of the data, the Administration informs the user accordingly.
7.4. Information contained in published editorial content is considered in light of legislation on the mass media and personal data, and the rights of other persons. A request to delete personal data does not automatically result in the removal of every publication that mentions the requester.
8.1. The current version is available at https://breaking.uz/privacy/. The Administration updates the version date when changes are made. A new version applies from the time it is published unless it states otherwise.
8.2. Amending this Policy does not replace the need to obtain consent where consent is required for new purposes or methods of processing. Users are informed of material changes through a notice on the Website and, where required by law, individually as well.
