In cities, rescue teams must arrive within 5–7 minutes, and outside city limits—within 15–20 minutes. To achieve this goal, it is proposed to upgrade 25 fire and rescue units in major cities and districts, open a multipurpose center 'Madad,' an aviation rescue unit, and a research center.

For the '112' service, stricter control over call processing, data exchange between emergency agencies, and more active use of digital solutions and artificial intelligence are planned.

Specialized units are to be formed, diver-rescuers trained, and employees of tourist zones instructed in first aid. Recreation areas must be equipped with rescue boats, observation towers, and depth markers.
